This vividly written book is the first comprehensive assessment of the origins of the present-day democratic regime in Portugal to be placed in a broad international historical context. It is written with the benefit of a long-term vision of Portuguese history, and it emphasizes the significance of Portugal's new European orientation after centuries of global and oceanic preoccupations. After an account of the collapse of the old regime in 1974, the book studies the complex revolutionary period that followed, and the struggle in Europe and Africa to define the future role of Europe's then poorest country. These events also had international repercussions which transformed the balance of forces in southern Africa, following the collapse of Europe's last overseas empire. The consequent actions and reactions of the European powers and the United States are examined, and telling comparisons are also drawn with later developments in Eastern Europe and with the wider collapse of the communist movement.

Fluent, scholarly -- but who is the audience?

I was living in Portugal during most of the events that Mr. Maxwell describes in this book, and therefore began reading it with great interest. I was gratified with the level of scholarship that Mr. Maxwell brought to this topic, sadly neglected outside of Portugal. Mr. Maxwell writes with the familiarity of someone with firsthand experience of this period of Portuguese contemporary political history. This familiarity may be at the root both of the book's considerable strengths as well as its weakness. At its strongest, Mr. Maxwell's writing is a fluent, succinct exposition of the first few years following the Portuguese revolution of April 25, 1974 (and the political and historical context leading up to it). He gets it right, focusing on all the key characters and events, with an intimate understanding of the socio-political dynamics surrounding these events. His research is sound and fairly comprehensive. And he chooses to organize his analysis around the failure of the Portuguese left, particularly the Communist party, to appropriate the post-revolutionary period and stand up to the rise of a moderate Socialist Party. This is exactly the focus to take in order to link post-colonial Portugal to the European Union that it embraced.

But perhaps because he is intimately familiar with his topic, Mr. Maxwell tends to leave his audience behind. On occasion he will drop a name or mention an event that may have significant evocative power for someone familiar with that place and time but that, without more, is lost on others. Brevity is a virtue, but not at the expense of one's audience. An empathetic writer will be sensitive to when his audience may need a digression to set the scene or explain the context. I was fortunate to have the background to grasp the significance of names and events and to fill in the occasional gap. But for the same reason, Mr. Maxwell didn't tell me much I didn't already know. Which begs the question, who is the audience? Anyone with the level of familiarity necessary to fully appreciate this topic will probably find the book shallow. At the same time, a reader unfamiliar with this topic will likely keep getting lost -- a danger aggravated by a not-so-linear narrative. At the very least, without guidance from the author, that same reader may inadvertenly gloss over some of the most interesting and evocative parts of Mr. Maxwell's book.
